Make an attack roll against the rival organization’s Solvency, using your bid amount as your attack bonus. On a hit, the rival loses access to the contested resource entirely, regardless of its own bid, budget, or actual need for it. You take damage equal to the difference between your winning bid and the resource’s real value to your organization, which is often zero.

This spell does not require you to actually want the resource in question.

At Higher Levels. When you cast this spell using a spell slot of 5th level or higher, you may target a contract currently up for renewal rather than a new one, denying the rival a resource it already held.
